Zully Marina Chevarría Arrieta
Director of the Master’s Program in Taxation and Fiscal Policy

She holds a master’s degree in Taxation and Fiscal Policy from the Autonomous University of Madrid, and a master’s degree in Taxation and Fiscal Policy from the University of Lima. She has graduated as an accountant, and has pursued a specialization course in Taxation at the Pontifical Catholic University of Peru (PUCP). Professor with over fifteen years of experience in training professionals. She has given classes in the Master’s Program in Taxation and Fiscal Policy of the University of Lima from 2010. She is currently completing a Doctoral Program in Strategic Management at the Consortium of Universities. Partner and director of the Chevarría & Consultores Asociados S.A.C. law firm. Associate member of the Peruvian Institute for Tax Research and Development (IPIDET) and the International Fiscal Association (IFA), Peruvian Group.


Luis Alberto Arias Minaya

He holds a master’s degree in Economics from the London School of Economics and a professional title in Economics from the Pontifical Catholic University of Peru. He has been vice president of the Central Reserve Bank of Peru and general manager of INDE Consultores S.A.C.  He has been finance deputy minister, national superintendent of tax administration, and founder of the Metropolitan Municipality of Lima’s Tax Administration Service. He has been an international consultant in fiscal policy, tax policy and administration, and fiscal decentralization. Current president of Banco de la Nación.


Mónica Byrne

She holds a master’s degree in Fiscal Policy from the University of Bath. Visiting scholar of the International Tax Program at Harvard University. Lawyer from the Pontifical Catholic University of Peru. She held the following positions at the Ministry of Economy and Finance: general director of Public Revenue Policy, member of the Tax Court, general manager of FONAFE, negotiator of international double taxation conventions, and advisor of the Advisor Cabinet of the Vice Minister of Economy and Finance in tax matters and policy. She is currently senior manager at Ernst & Young (EY).


Roberto Casanova-Regis

He holds a master’s degree in Business Administration from the ESADE Business School (Spain), a master’s degree in Business Administration from the University of the Pacific, and a master’s degree in Taxation and Fiscal Policy from the University of Lima. Lawyer from the Pontifical Catholic University of Peru. Partner of Tax & Legal at KPMG. Professor at the Graduate School of the University of Lima. Former head of the Claims Department of the National Superintendency of Customs and Tax Administration (SUNAT). He has 20 years of experience in the areas of contract, administrative, trademark, constitutional, constitutional procedural and civil procedural law, as well as in contentious-tax proceedings, legal contentious-administrative proceedings, tax planning, tax consultancy, sectoral taxation, implementation of double taxation conventions, etc.


Roberto Alfredo Cores Ferradas

He holds a master’s degree in International Taxation (LL.M.) from the New York University School of Law. Partner at Ernst & Young, where he worked at the International Taxation Services Department of the New York office. He has also worked at the Tax Services Department of the Estudio Olaechea law firm. Member of the International Fiscal Association (IFA), Peruvian Group; and the Peruvian Tax Law Institute.


David de la Torre Delgado

Tax partner at Ernst & Young with 20 years of professional expertise. Specialist in Energy Taxation, International Taxation and Tax Planning. Lawyer graduated from the Pontifical Catholic University of Peru. He holds a master’s degree in Comparative and International Law from the Southern Methodist University of Dallas, sponsored by the Fulbright-CAREC scholarship. He also holds a master’s degree in Business Administration from the Adolfo Ibáñez University. Member of the Board of Directors of the Peruvian Tax Law Institute (IPDT); member of the Tax Committee of the National Society of Mining, Petroleum and Energy (SNMPE); past president of the Board of Directors of the Tax Committee of the Peruvian-American Chamber of Commerce; member of the International Fiscal Association (IFA), Peruvian Group. Professor of the subject of Sectoral Taxation in the Master’s Program in Taxation and Fiscal Policy at the University of Lima, and the subject of Issues on Tax Law – Investment Taxation in Tangible and Intangible Assets at the Faculty of Law of the Pontifical Catholic University of Peru.       


César Martín Gamba Valega

Lawyer from the University of Lima. He holds a master’s degree in Taxation and Tax Consultancy from the Center for Financial Studies in Madrid, Spain; and a doctoral degree in Financial and Tax Law from the Complutense University of Madrid. Current consulting and tax-contentious manager at Repsol Group’s companies in Peru. He has been an officer at the National Superintendency of Customs and Tax Administration (SUNAT). Active member of the Peruvian Tax Law Institute (IPDT); the Peruvian Institute for Tax Research and Development (IPIDET); and the International Fiscal Association (IFA), Peruvian Group.


Felipe Eduardo Iannacone Silva

He holds a master’s degree in Civil and Commercial Law from the University of San Martín de Porres, and a master’s degree in Tax Consultancy from the Institute of Higher Education at the CEU San Pablo University, Madrid. Doctor of law candidate at the University of San Martín de Porres. Legal tax manager of the National Legal Intendency at the National Superintendency of Customs and Tax Administration (SUNAT). Former intendent at the Main National Taxpayers, and at the Regional Intendency of Lima. Professor, researcher and author of specialized and professional training literature.


Silvia León

She holds a master’s degree in Business Law from the University of Lima. Lawyer from the Pontifical Catholic University of Peru. She has been a partner of the Tax Department at the Benites, Forno & Ugaz Abogados law firm, consultant at the Tax Department of the Rodrigo, Elías & Medrano Abogados law firm, and member of the Tax Court for 16 years. Professor at the University of Lima, Pontifical Catholic University of Peru, ESAN University, National University of San Marcos, Santo Toribio de Mogrovejo Catholic University, and professor of the first course for judges and members expert in tax issues. Current partner of SLP Consultoría Tributaria. Regular lecturer in academic events and author of articles in tax issue. Member of the Lima Bar Association; the Peruvian Tax Law Institute (IPDT); the International Fiscal Association (IFA), Peruvian Group; and the American Chamber of Commerce (AmCham).


Silvia María del Rosario Muñoz Salgado

She holds a master’s degree in Taxation from Georgetown University, Washington, DC (USA). She has completed subjects on International Taxation at the Organisation for Economic Co-operation and Development (OECD), the Vienna University of Economics and Business (Austria), and the International Bureau of Fiscal Documentation (The Netherlands). She has pursued graduate studies in Taxation at the University of Salamanca (Spain). She has worked as professional specialist in the Tax Regulations Management of the National Legal Intendency and as claims manager of the Main National Taxpayers Intendency (IPCN), both at the National Superintendency of Customs and Tax Administration (SUNAT). Partner at the Gálvez & Dolorier Abogados law firm, and specialist in tax advisory of financial operations and economic groups.

Enrique Pintado
He holds a master’s degree in International Taxation Law from the Levin College of Law of the University of Florida and a master’s degree in Public Policies from the KDI School of Public Policy and Management (Republic of Korea). Lawyer from the Santa María Catholic University in Arequipa. He has over 15 years of experience in tax law.


Juan Pablo Porto Urrutia

He holds a master’s degree in Law from the University of Harvard. Lawyer from the Pontifical Catholic University of Peru. Professor of the Faculty of Law at the Peruvian University of Applied Sciences (UPC). Member of the Peruvian Tax Law Institute (IPDT); the International Fiscal Association (IFA), Peruvian Group; the Tax Issues Committee of the National Society of Mining, Petroleum and Energy (SNMPE); and the Association of Capital Market Promoting Companies (Procapitales). Former senior tax manager at PricewaterhouseCoopers (PwC). Current partner of the Cuatrecasas law firm.


Miguel Puga

He holds a master’s degree in Business Administration, and has completed graduate studies in E-Commerce at the Center for Financial Studies in Madrid. Lawyer from the University of Lima. Member of the Peruvian Institute for Tax Research and Development (IPIDET); the International Fiscal Association and its board of directors in Peru; the Peruvian Tax Law Institute (IPDT); the Corporate Governance Committee of the Association of Capital Market Promoting Companies (Procapitales); and the Family Business Association of Peru, in which he works as a strategic consultant. Partner of the Legal and Tax Department at PwC, where he is in charge of the services of transfer pricing and good corporate governance.


Luis Alberto Sandoval Aguilar

He holds a master’s degree in Business Administration from ESAN University. Project Management Professional (PMP®). Economist from the Federico Villarreal National University. Specialization in Customs at the National Customs School (ENA), Andean Community (CAN), World Customs Organization (WCO). He has participated as customs expert in technical assistance programs and projects sponsored by the WCO, the European Union (EU) and the Inter-American Development Bank (IDB), and offered to different Latin American customs authorities. Professor of customs issues. Author of publications such as International Import Logistics, Customs Tax Law, and Customs Value and its Implementation in Peru.


Fernando Tori Vargas

He holds a professional title of Lawyer from the University of Lima, a master’s degree in International Taxation from the New York University, and a master’s degree in Business Administration from the Adolfo Ibáñez School of Management in Miami. Former advisor of the National Superintendency of Customs and Tax Administration (SUNAT) and current partner at Ernst & Young (EY).


Juan Carlos Vidal

He holds a master’s degree in Strategic Business Administration from the CENTRUM PUCP Business School, a master’s degree in Business Administration from the Maastricht School of Management (The Netherlands), and a professional title in Economics from the Pontifical Catholic University of Peru. Member of the Board of Directors of the International Fiscal Association (IFA), Peruvian Group. President of the Financial Affairs Committee of the American Chamber of Commerce (AmCham). He received training in KPMG, USA, and participated in projects of advance pricing arrangements (APA) at KPMG, The Netherlands. President of the Corporate Social Responsibility Committee at KPMG, Peru. Current lead partner of the Transfer Pricing Division in KPMG, Peru, where he has acquired over 17 years of professional expertise in transfer pricing and corporate finance.


Walker Villanueva Gutiérrez

He holds a master’s degree in Tax Advisory from the University of Navarra, Spain. He has pursued graduate studies in International Taxation at the Austral University in Argentina and at the Leiden University in The Netherlands. Professor of the Master’s Program in Taxation and Fiscal Policy at the University of Lima, and the Master’s Program in Tax Law at the Pontifical Catholic University of Peru. Author of the books entitled Treatise of the Value-Added Tax (I.G.V.) - General and Special Systems and Study of the Value-Added Tax in Peru 2009. Author of the I.G.V. Tax Editor Manual. Co-author of the books Comments on Tax Code (2005), Treatise of Tax Law (2003) and Consumption Taxation in Peru (1998). Former head of the Tax Services Department at the Ferrero Abogados law firm. Current partner and head at the Philippi Prietocarrizosa Ferrero Du & Uría law firm.
